@maddiepaige02 are you on PC?
There have been a couple of issues with paying bills lately with a Residential lot and also with Residential Rental lots. So can you tell us what type of lot you are playing? That would help narrow it down.
There's a few things you can try. I'd check on another household to see if they can pay bills. I'd also try moving them out of their lot and to a different lot temporarily to see if that makes a difference.
If nothing works then pop back and let us know what type of lot you are playing.

- @maddiepaige02 Have you tried any other households to see if they are affected also? I'd try a pre made household created by the game just to see if all households are affected.
