Is there a way to make rental apartment units and business on the same lot? If yes, then how can I set it?
I wanted to make an apartment building with different types of business on one lot. Is that possible?

You cannot create a business on a residential rental.
You can semi-fake it though, by building the "apartments" on a normal residential & putting all the different apartment occupants into one household (or use DU's roommate system, but I put them all in the household because I wanted to set them up as the owners of the different businesses for my Sims to visit). Then assign beds and lock doors for different sims.
