Business and Hobbies issue - No activities being done by NPCs

I have been running into an issue with my small businesses, that whilst townies do spawn when I open my business, they partake in either just one, or none of the set activities for the Small Business. My small businesses now just make money off people showing up, which is easy passive income but also very boring gameplay.

Is anyone else running into this issue?

I had this happen, so I went into manage worlds, returned, and customers began doing the set activities.

edited to add....this shouldn't be seen as a solution, as we shouldn't have to settle for such a workaround. The game should just work properly.
