do you have the issue with every Sim or just this particular one ? Does it happen if you start a new save for testing purposes ?
I did start a new save, and the welcome party was having problems. One of the sims got stuck, standing in one spot twitching a bit until I reset her. The bicycle seemed to work in the new save.
