(First, apologies for my english, it's not my first language) I'm having the exact same issue. I tried gardenning on a new game and it doesn't work. My old save games seem ok so far. This happens with and without mods or CC. I did a full repair of my game, same result. Any garden actions are not working for new games. (I am playing The Sims 4 PC version btw). I have all game packs and stuff packs. I just don't have Lovestruck and Life and Death expansion packs. I've seen that similar bugs happened in the past for the garden. I tried the old workaround but it did not work.
