Buying a Hobby Lot

Question

HELP!!&nbsp;I bought the Business/Hobby Pack..However, It wont let me buy a Lot. Is this happening to everyone else? It gives me the loading screen, then it has me pick the weather over and over again.&nbsp; I can only create a hobby stores in my own lot but I want to buy a community lot.&nbsp;I really hope this all makes sense.&nbsp;Yes, I have reinstalled, updated, and repaired the game&nbsp;
