The thriftTea vendor is supposed to be fixed. Can you try if one spawns if you replace the counter ?
No, it didn't work, unfortunately. And I saw on Discord that others were still having the issue after the update, too. :(
You mention that it's just a certain save. Someone in the cafeteria thread mentioned that their regular one had died and the game didn't spawn a new one. Could this be a possible cause for you ?

Cafeteria Worker: No, that's not possible for me. The cafeteria worker is still the same (Ava Harjo), and when she leaves at the start of the day, the same random sim comes to replace her, and they switch back and forth like that. Ava doesn't stay until the end of the school day. But no issue in a different preexisting save.
ThriftTea: The vendor now shows up in another preexisting save, but the new problem is the notification spam and no customer who isn't a participant of the event, as mentioned in that thread.
However, starting a new game completely fixed both issues.
