Does the brother you want to be their sibling have phantom parents like the ones that show on your third pic ?
I'm having problems finding out who is who compared to your pics. Could you maybe put names next to them or encircle ?
When clicked on my sims brother (marked in red) it doesn’t show phantom parents but when I click on his daughters genealogy (marked in yellow) then phantom parents above the brother appear
the phantom parents are different from the sisters one right ? So you can't make them siblings as they have different parents.
Try if Sheris method works but I think you need to start over as this version already has the phantom parents.
