Can’t host a birthday party

I have auto age turned off. I like to manually throw a birthday party, and up until now, I’ve been able to. I double checked, and auto-age is turned off, but when I go to start a social event, the option for a birthday part my is greyed out and it says “no one in the household is having their birthday today.” I am playing a vampire family, I don’t know if that makes a difference? And it’s an infant I want to age to toddler. I’m pretty sure I’ve done it before with an infant vamp. 
I’m on console, no mods or CC.
