FlamingoKicker Ok, then. Let's try something else unless you already did this. A new user folder. That will give you new files in the user folder just in case. All you need to do is rename your existing "The Sims 4" folder or just move it somewhere else. Start the game, go through making and placing the sim, save and quit. Before quitting, you can check to see if anything has changed about the mouse and roofs. If it has, then you can move your play save from the old folder to the new along with mods and any other folders you want to save like music, overrides, screenshots, etc.
Hope this helps.

Yes, I tried that. I was online with my AI assistant for more than an hour and as weird as this sounds it did work at first. I was able to get into the raw game after recreatiing it but once I started putting my Saves back in the thing went right back to being uneditable. The AI never got tired of trying to help but honestly I gave up and went to bed. I enjoy playing the characters more than building anyway so it isn't a gamebreaker for me. There are plenty of people who are great builders so plenty of pre-existing buildings I can download and use. Just frustrating when you can't get stuff to work the way it is supposed to.

One thing that does irritate me about the whole situation is the mechanics of it all. I mean the mouse can grab and move things in Build mode like doors and windows and plants and anything like that. But the mouse cursor can not recognize the little arrow "handles" on walls and roofs to move those items. Why? What is the difference between those two types of objects in the game in Build mode?
