Can sims sleep in public/community lots?

Hi, just wondering if I place one or more beds in a community/public lot if sims can sleep there or not? 

I had two cases where either sims had a tent to sleep outside (not owned by them but already in the public lot) or where I placed a bed in a general type public lot and the sims when they tried to sleep they slept for just a few seconds waking up very fastly. 

I didn't have music where there was the tent. 

So I was asking myself if sims can't actually sleep in a public type of lot? 

Also, if the sims own their own tent, will they be able to sleep for a longer time in them even if they are in a public lot?
