Can you successfully influence teens to do something?

Please help me out here, I just wanna know if it's supposed to work..

I have an adult big brother living with his teenage brother. The big brother is the care giver and his parenting skill level is 6. When I go through the social interaction parenting -> influence to -> "make a group meal" for instance, the teen responds with a speech bubble of thumbs up and then he does nothing. Is it supposed to work so that the teen would start cooking or am I experiencing a bug or something?

Couldn't find a bug relating and I'm really not sure if it's just a thing that builds character value/parenting skill/relationship..

    @siirysiir To really influence the younger Sim his bigger brother needs at least a parenting skill of 7 or more to have some succes. The higher the skill the higher the succes rate.
