Can you successfully influence teens to do something?

Please help me out here, I just wanna know if it's supposed to work.. I have an adult big brother living with his teenage brother. The big brother is the care giver and his parenting skill level is ...

@siirysiir To really influence the younger Sim his bigger brother needs at least a parenting skill of 7 or more to have some succes. The higher the skill the higher the succes rate.
