Can you transfer families from Sims 4 to another expansion pack?

All the packs merge pretty easily with your game, the extra objects, content & worlds etc are all available then for any older or current saved games. So by 'transfer' I guess you mean 'download' from your library, which is also fine. You can still open an older saved game though, and it will still work.
