I got this bug as well. I have tried placing it on roofs of different angles but it makes no difference.
There are two solar panels in the game. Are you using the roof deco one?

I also have the same problem as the 2 users above described.
The "Solar Panel - Roof" cant be placed on a roof except its a flat one.
The "Solar Panel - Ground" can be placed via the bb.moveobjects on cheat but since it wont snap to the roof it just glitches into it.
It doesn't matter what kind of roof, no matter what lot or save its always the same.
I also tried repairing the game which didn't help at all.
My CC and Mods are currently disabled.

Would you be happy to share your save with me so I can test it? I'm not experiencing this at all.
Could you also try a completely new clean game by moving your Sims 4 folder to the desktop so the game creates a new one?I uploaded my current save here: https://www.mediafire.com/file/uzqjmvitzuj0h1x/Sims_4_Save.zip/file
It says i still have CC on the lot i played with but im sure i didnt put any cc on it.
Do you mean the game folder or just the folder with the CC, Saves, tray files etc.?
I also noticed that even if i download a lot with the solar panels on the roof it just deletes them.
