yeh, I have the same issue xd, its been like this for a while, even with my mods folder empty. I've had to use the ground one for ages and its so annoying xd
A mod can still be the issue, even with the mods folder empty. If you want to successfully test it, remove EVERYTHING from your mods folder, delete the cache files, and start a new game. It'll work.
I know because I placed one like 5 mins ago.
Mods store things in your cache and save files. The only way to clear it all out is to delete the cache files and start a new save game.
