Cannot select any other "venue type" in build mode after Business' and Hobbies.

I am unable to select any "venue type" other than tiny residential, haunted house residential, residential rental and small business residential. Since I got Business' and Hobbies pack, I can't seem to change venue types in build mode. Is this a bug or just restricted due to "small business" lot type.

    To be sure, there's no one living on that lot ?

    Is this with or without mods/cc ? What platform are you playing on ?
