Can't be romantic with sims in town

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.61.15.1020
What expansions, game packs, and stuff packs do you have installed? discover university, island living, get famous, seasons, city living, get together, get to work, parenthood, vampires, dine out, outdoor retreat, spooky stuff, holiday celebration, grims ghoulish guitar
Steps: How can we find the bug ourselves? Make a sim and move them into any town, then find a sim in town and perform romantic interactions on them.
What happens when the bug occurs? I get my sim to do romantic interactions on a sim from the town and it works for a few interactions (maybe 3 or more, sometimes less), and then my sim gets rejected every time after that. This happens especially when the sim I'm trying to get my sim to be romantic with, is already in a relationship. But it happens even if they're single.
What do you expect to see? All sims should be able to do romantic interactions with whomever they want.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

I'm trying to play a storyline with my sims having an affair with a sim from town but it's not working. I've repaired the game, removed mods, started a new game multiple times with different sims and it's still not allowing me to be romantic with sims from around town. My sims can only be romantic with sims that are in my household.

    I don't think this is a bug. Sims react to romance differently in different situations, and there are multipliers on what responses they'll choose. Sims, especially married sims, will be harder to woo in certain situations.

    On single sims too? Because it's doing it for both; sims who are in a relationship and sims who aren't. :/

    Yes, any sim has a chance to reject interactions based on their mood, who they're around, what their friendly relationship is with the initiator, etc.

  • @xLilacSims I'm moving this to General Discussion as I don't think it's a bug either. Sometimes it also fails if a third person enters the group discussion and it becomes embarrassing.

    Also in my experience, certain interactions can interrupt the flow if you're doing them to soon or too repetitive.

    Do you see this on the home lot or in public ?

    @xLilacSims The trick with romance options are, you have to progress it... Slowly...

    On first interaction, never use like blow kiss, use pickup line, snuggle, confess attraction, etc. those are for later. Only use like Flirt or compliment appearance. Watch the interaction, if you see the red "--', then do NOT do any more romance actions. It'll say "Awkward" in the conversation window at the top. Any further romance options, even flirt, will fail and it'll only get worse. If you see the red and "awkward", then switch over to Friendly interactions until the "awkward" goes away. Then you can continue with flirt and compliments.

    Keep doing those and throw in an occasional Hold Hands, blow kiss, or even an embrace if the pink bar is high enough. If one fails, retreat again and switch to friendly until you see "pleasant conversation".

    Look at their mood in the conversation box also. If it says "angry", "sad", "tense" or similar, you'll need to get rid of that first. Use Brighten Day, or if you have an empathetic sim, relieve or share burden.

    One thing you can do to help it along a LOT, is if you have someone you are already romantic with, go on a date with them and get Gold on the date. You'll get the romantic ice bucket. Put it in your house and enable the romantic vibe. Invite the new sim over and they'll instantly get romantic and be much more pliable.

    If you really want a challenge, try romancing someone with the "unflirty" trait like Lily Feng. That's not very easy.
