@georgeandjudycas , I see. I have all the patches and I'm am playing on a PC without any Mods or CC🤔. Are you by chance playing on a console (if so it could be a console-only issue) or do you play with any Mods or Custom Content (CC)? If so it could be outdated Mods/CC.
I have a gaming pc. But I know what happened. Somehow my game became corrupted. The big rock that is covering the third fishing spot in Forgotten Grotto is supposed to be in Outdoor Retreat. Will try to fix it. Thank you for your answers.

Yes. All fixed! Had to do the "nuclear repair", as I call it. Thanks for your help and concern!
