Can't go on dates on retail lots

I used to get pop-ups all the time from other sims asking to go on dates on GTW retail lots in Magnolia Promenade, but now the game says these lots are not available for dates. I know this is because of Businesses & Hobbies but I don't understand why buying a new pack would remove gameplay from a previous pack.
