Can't move lots in build mode

The build mode option to move lot (Y) is not working on any residential or commercial lots. I have tried this on multiple lots and although it appears to work, when I click to accept (the tick), nothing actually happens. I have no mods or cc installed/enabled at the time of reporting. I have included a video screen recording of the issue.
