Can't use my mouse to edit houses

This might be a new problem not too many people have but I started noticing I could not edit houses with my mouse.  I used to be able to but no longer. I haven't changed any hardware on my computer.  I tried removing my Mods folder and disabling mod content inside the game itself.  Then I deleted my caches and rebooted my game.  Then I started the game up again and started a new game in a fresh neighborhood.  I used an existing game lot and move a new sim in.  Then I went into Build mode to see if it made any difference.  It did not.  I could not grab hold of any of the editing arrows which allow you to drag and re-size walls or roofs.
