Career build/buy rewards locked

I've noticed recently that career rewards that would have been unlocked are now locked.

What I mean is, I started playing with some premade households like the Goths & Landgraabs, in which sims have already reached a certain level in their career, but the rewards for the levels of career they are already passed are not available. Once they get a promotion, they do get the NEW rewards, but the lower level rewards remain locked. I'm pretty sure that previously this wasn't the case, and sims would have access to all previous rewards if you started playing them.

Is this a bug, or was this changed on purpose for some reason?

    Fanphoria​ It's neither a bug nor has anything changed.  It's always done that since the game was new.   To earn those rewards, you have to be playing the sim at the time they do whatever it is required to earn the reward.
