No, it seems he's talking about active or currently played sims aging too fast. I haven't noticed any issues like that. In my game, other sims not in the household don't match the aging speed of the sims I'm currently playing. When I turn on long lifespan, I expect it to affect all sims but it seems to only affect my active sims. cardiffgiant02 said the child who aged too fast had moved out, so it sounds similar to what I'm experiencing.

Possibly. I didn't think there was a difference between a child who has moved out and other sims that are also not in the household, so I assumed it was the same. Just more noticeable for the OP because she's keeping track of children. I guess the only way to know is if @cardiffgiant02 sees the same aging problems with other sims who are not related.
