The simoleons and satisfaction points were just one-offs awarded to the household at the time, so if you closed without saving I’m afraid they’re lost and you’ll have to earn them some other way (or via cheats). But the actual unlocks are tied to your account, not the individual save, so the dress should be unlocked for you if you have the Enchanted by Nature pack. If you don’t have the pack, it won’t show, but will remain unlocked and should appear as part of the pack if you ever buy it in future.
