Clean interaction missing, just polish fo perfect (No Bust The Dust)

I am playing with a family that one sim is neat and the other not and I don't have the regular clean interaction for both sims only "polish fo perfect". Can you fix it? Edit By Crinrict: Adjusted ...

I do not have any mod or cc installed and all objects have it, how do I report this bug?
