Comm Tower in Batuu?? Can't Find it At All

Where is the Comm Tower in the first order district of Batuu?  I'm so frustrated trying to find it, and I've clicked on every control panel I can find near the droid outpost.  The missions are so b...

I swear I clicked all over that and it didn't show up, but I will go try it again now that I know exactly where it's supposed to be! 

If it doesn't show up this time maybe it's a bug or something, since I definitely clicked on the tower's panel when I was first looking.
