What is you max sim count setting? If you have hit that limit, you can't add or create new sims until you change it. To check, open the Manage Households panel. Maximum Sim Count shows on the bottom right of the panel. It's a drop down so just choose a number higher than what it currently is or unlimited and you should be able to add and create sims again.

I have checked that and its set at 200 already but i cant enter build mode now and every time i click on it the game freezes or screen goes black

I have no idea why you can't enter build mode. That shouldn't be affected by the number of sims you have. So, it could be that you have another issue going on that is also affecting CAS.
I should have asked before, but what is your sim count? If it is 200 or higher then that's probably why you can't add sims. If it isn't well below or near 200 (190+), then you have something else going on.
But here is something for you to try. Change the Maximum Sim Count to unlimited. Give it a few seconds to update your sim count to see what how many sims you actually have in My Households. Then go to CAS and see if you can create sims or add them to CAS from your Library or the Gallery. You should be able to.
If that doesn't work, then come back and we'll go from there. There are other issues affecting build mode that have been going on lately.Hope this helps.
