I have not been able to figure this out either. I have one main household with a set of triplet teens and I created their romantic interests in three separate households. I was expecting everyone to go to high school together because they are all in copperdale, but only one of the interests is currently attending school with the triplets. She randomly was already a friend with one of the triplets and came to their house the first night I started this save. I am assuming this has something to do with why she is able to attend school but the other two romantic interests can not. I hope this gets fixed soon because I really want the customization of being able to influence who goes to school with my teens.
I have found somewhat of a solution. I have only been partially successful with it but it's a start. As I mentioned in another reply, I have four households in copperdale. In my main household I have a set of triplets who go to high school. I wanted their three love interests to attend school too but only one of the three is coming to school with them. I realized that the one who is attending school is in an unplayed household while the other two are in played households. I went into manage households and turned the two played households into unplayed ones. The next school day, another one of the love interests came to school as an NPC. A few days later the last love interest attended school but the second did not. So the two love interests do not consistently attend school but it seems like making them unplayed households did help. Hopefully, it can help you guys too.

@vowellh2 Oh I didnt know that! How were you able to make the sims unplayable? and is it permanent?
