Hello I wondered if anyone has any suggestions to how I might fix dining out, It's totally broken for me, when I visit there is no NPC to host or cook or sever, also if I buy a retail I can hire staf...

Is the broken restaurant your sim's restaurant or an unowned lot?
If it's your restaurant, who did you try hire who didn't show up? I found a bug where the game kept suggesting I hire the Realm of Magic sages (Morgyn Ember, L. Faba, Simeon Silversweater), but they're blacklisted in the code to actually work there once hired. So make sure you're not hiring sages!
It is both NPC and when I own ether way there is no staff, I am hiring normal sims from the list, if I own. But if I go on date or just take family out to dinner there is no staff😪
