Well, until EA decides to add it into the game, I found a mod for the dog walkers. It's not a dog sitter, but it will do for what I need it for.
She also has a mod for a live-in vet clinic so I can take care of animals at home.

@savedasims I like the idea of hiring dogwalkers. It could be one of the services a Sim can rent.
But the option to become a vet is also woven into the gameplay of buying the veterinary clinic. It is one of both. Or you buy a clinic or you start one at a lot of your choice. You could even try to create your own veterinary clinic and create a living accommodation near it or even on the same lot. You wil have to find a workaround to live there at the same time but it is one of the possibilities. Just give it a try.
