Yes, there are things you can do. Stop putting food items in the refrigerator if you don't want them to be leftovers.
If you want to limit the bread and cheese to use as ingredients, then don't make them ahead of time. Wait until you are about to use them, and then make as many meals as necessary to use them up. If you do have some left over, throw it away to make sure nobody eats it!
Or, put the leftover ingredients in household inventory (Buy mode). I don't think food spoils while it's in household inventory, so that's actually better than the refrigerator for storage. That should prevent Sims from eating the ingredients.
