Event Based Gardening - The Bug and A Public Relations Based Solution

I need to be more specific this time. People said my last report was not clear enough because of my angry thoughts and feelings about the event. I'm afraid I won't get the rewards because of a bug like this.

Product: The Sims 4

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.109.207.1020
What expansions, game packs, and stuff packs do you have installed? All of the packs and DLC
Steps: How can we find the bug ourselves? Get to Level 5 Gardening, take a cutting, which may or may not be an option, take a cutting was not available in my last save. Graft a plant, and then try to graft another plant and grafting may or may not show up as a choice again, if it shows it, I tell my Sim to graft it and it doesn't work so I can't complete the gardening tasks for the event, and I was playing on 10/13/2024. and I can't research gardening now...
What happens when the bug occurs? I can't take a cutting even at Level 5 and I can't graft. In one save I could take a cutting only once, the rest of the time, cutting and grafting don't work at all.  
What do you expect to see? Having a cutting in my inventory and have the ability to cut and graft more than once.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No

I'll go over everything I have done and everything people in various Discord channels told me to do.

1. It's been suggested that I use different Sims than I used for the first two event weeks but then I would have to skill then up again so that is the only I haven't tried because I'm dreading that that is the only way I can get the items for week 3 - but someone has to tell me definitively if that's what it will take before I can bring myself to do it. I'm rather attached to these Sims
2. I Have no mods or CC on my game whatsoever - You'd be surprised at how many people asked me if I have mods when I have already said/wrote that I did not have any.
3. I have no L files in my game folder whatsoever - I was told by Deaderpool's channel staff to remove them.
4. I have repaired my game Several times to no avail.
5. I have at least 3 save files where the bug occurs. but it won't let me upload them, if you want me to upload then somewhere. Maybe the game knocked them down to level 4 when I saved them for later use, that's a theory, not a fact but it might have happened...maybe I saved them when they were level 4. But that still doesn't explain everything. Even if they were level 5, it doesn't explain grafting not giving cuttings
6. Also, and this is huge. A snapdragon grafted to a lily does not give an orchid. In my saves, a snapdragon and a lily gave me dragon fruit and strawberries - I fertilized with strawberries because I did not have anything else to fertilize with at the time. If that is my mistake, please let me know what to do to correct it
