Evergreen Harbor is missing the Eco Status overlay

I had planned to start a new Save in Evergreen Harbor today. When I checked the world map, the optional view for the eco status overlay was missing. Each neighborhood pulses with a slight tinted glow when the mouse passes over, but the normal eco status lines are missing. 

I removed all mods, still missing. 

I Repaired the game, still missing. 

When playing a household, I remember there was a eco status bar as well. That is also missing.

I'm assuming that this glitch was introduced by the last update, but can't swear to it since I haven't played this world for a few weeks.
