I purchased the royalty and legacy pack a while back when it first came out, and it says owned in-game, but it's not actually showing up. I tried repairing in the EA app and checking for broken mods,...

from the main menu, without loading a save game, check under Marketplace > My Collection > Pack Selection if it's activated and if not, activate it.

Then restart your game and you should have the content.
