Face Glitching in CAS

I was going to create a new game when I realized when I move the face, it does a sort of hiccup and it bugs the face out. It happens when I move the face around and try to adjust it. It's been a real pain and it's upsetting. I've deleted all of my mods, got rid of cache like some searches said to do, and yet it's still happening. Other than that, the only thing I do now is just build stuff on a random save. I don't have the will to push through a glitchy CAS (create a sim), cause the problem will always be there. Please help. 

I recorded a video of it from my phone. Hopefully it's playable.

    I didn't see the video I clipped on the post, so in case it isn't on there. I'm going to try to add it to this comment.  (Unfortunately, I don't think I'm able to add a video attachment onto here from my phone and from my computer. I keep trying, but it isn't working. xP )

    upload the video to a third party site and share the link.

    Did you do a fresh folder or just move out mods/delete cache ?

    I've deleted all of the mods from its folder and deleted cache. I still unfortunately had the problem. 

    What third party site do you suggest to uploading the video to?
