fishing does not give my sim any progress on the outdoor activity badge

For some reason, my Sim cannot get any progress on the Outdoor Activity Badge, by fishing or catching frogs. The only thing that seems to work is grilling outdoors. Is this a bug, or am I missing so...

    Sounds like you are talking about the scouting badge is that correct?
    My Sim kids always join Scouts and are able to complete all the badges so I am familiar with the goals.
    Each instance of catching a frog or fishing should count towards the badge.
    Try fishing in the many spots in the park at Oasis Springs.
    Six outdoor activities are required so fishing for extended periods in the same spot would not necessarily count.
    Location may be a factor (though it should not be).

    There is a report that fishing in Sulani may or may not count for unknown reasons.
    The report is still open but not sure if it is fixed or not.
    With outdoor retreat sleeping in a tent also counts toward this goal.
