I tried again last night and yes it's still a problem.
I play the Sims with Steam as well as the EA app, but there aren't any overlays that are visible during the game. Just that initial pop-up about how I can see the steam stuff if I want. And the input language is always the windows standard American English. (... Many years ago a laptop of mine convinced itself I was Canadian, but this one hasn't. Yes, this is not my first chaotic computer moment.)

These instructions were created by AHQ Hero crinrict. Basically, it walks you through creating a backup of your user folder and forcing the game to generate a new one. This will allow you to preserve all your saves, tray files, mods and such, and then test the game with the default settings. If this works, then there are also instructions for moving your important files into the new TS4 folder.

So I finally had time to try this. And no, alt place, with move objects on and testing cheats set to true, still did nothing.
The whole moving things up and down with 9& 0 still works without the Ctrl key. And both alt keys work in other applications.
