Game Stuck Merging Into A Dorm With Too Many Sims

I sent my sim to university the dorms do not show details on currently enrolled students anymore so when i selected a  dorm 9 sims were there because my sims was moved into the dorm but i was unable ...
never cc or mods

    So you're not supposed to move into a dorm as a separate action from enrolling in university. Is this happening as part of the enrollment process? For me it shows "Currently Not in World" when confirming the move to a dorm, and it is creating a new household of just my Sim, no matter how many other students are in the dorm.
