Gates on residential rental lots don't stay locked

I have a farm which is residential rental and everytime I start playing it, I need to relock all previously locked gates for different animals as they have become unlocked since last time I played and lock them. Otherwise animals escape. Gate's locks need to work also on residential rentals and stay locked, which gate is locked for what animal needs to save.
