I just got through a month of the new test save file and it appeared but, I've played more than 2 seasons on my original save file and nothing. I'll keep trying.
Have you got a lounge in your save game with the “hottest spot in town” trait? The Starlight Accolades can only occur in lots with this trait. Do you still have Studio PBP in your game?
I did change the original lot from Studio PBP to renovated version but its still a lounge with the “hottest spot in town” trait.
Even in my new test save it's something else but still has the trait and the Starlight Accolades work. So it's just an error with my own save
