I believe the water/electric bills are already supposed to be calculated based on how much your sims use? No idea if the new pack has some added mechanic to make you pay for your tenants’ utilities if you’re the landlord, or if utilities are billed directly to tenants. Perhaps someone with early access could chime in - or anyone who gets it tomorrow. I believe both the new pack and eco lifestyle have variations of power outages. Eco lifestyle also has a water conservation NAP.
I certainly hope adding a couple townhouses or an apartment building isn’t enough to cause a worldwide food shortage… but it might be interesting for a future apocalypse pack. 🤷🏼♀️
