Help! My Sims cannot travel to certain lots

Whenever I try to travel to any lot in Senbamachi, it won't load. The load-in music plays, but I remain stuck on the loading screen. I've tried everything I can think of to fix it. I reset my Sims folder and played the game again without my saves, mods etc, and I was able to travel to the lot without issue. So, I suspected the issue might be related to my mods. So, I removed all mods and custom content, but I still can't travel to any of the Senbamachi lots. I even restored old saves, Repared my game several times, restarted my computer etc...but the problem persists. I've also attempted to travel to the lots in neighborhood build mode, and they still won't load. Any suggestions...is it a loss cause?
