High School Years Not Working

The High School Years EP has been heavily bugged in my game for quite some time now. I have repaired my game constantly, started new save files, removed my ea folder, and everything I could think of. My particular bugs are:

• not getting a rewarded graduation event upon my teen successfully graduating high school
• not receiving any milestone regarding their graduation achievement as they should.
• graduation event only playing as normal event w no goals if it does happen 
• sometimes no graduation event at all
• no diploma ever arrives in mail/only bb basic diploma decor item in family inventory
