This isn't a complete solution, but if you're able to use custom content I found a site with some really pretty hijabs here:
The reason this isn't a complete solution is that it doesn't help Simmers on console, or who can't use Custom Content for other reasons. I really appreciate their attempts to be more inclusive, but they still have a ways to go.

I have been creating diverse sim families recently with basegame only, and to my displeasure found that almost none of the basegame female top or full body ourtfit necklines meets the hijab neckline...
Yep I wish we could get clothes that covered more just because not everyone wants to wear crop tops or have a top reveal their entire back. Even though I wear a lot of crop tops in real life lol. I like creating different types of sims. And it would also give us more options for older sims.

Yeah, my elders don't wear a lot of crop tops, FWIW. Nor do some of my other Sims that I headcanon as wanting to dress modestly.
Also, to go back to the original post, a hijab and a string bikini just look wrong together. I've seen some really wacky RNG outfits with a hijab matched with something that... that's not an appropriate match.
