@Jjsoups02 you're the second player I've seen have a problem like this with Panya Li. When I first saw it mentioned I didn't realise he was a special character. I see him around town so much I just assumed he was a regular townie.
There is actually a Reddit thread devoted to this problem with players whose Sims have fallen for him and they've managed to start a proper relationship with him and move him in by using the MCCC mod but obviously as console players unfortunately we can't use that.
