So, I was playing last night and my sims had a club meeting at the park in Del Sol Valley and this random sim showed up and started playing this guitar
Where is this from and how can I get this guitar for my sims?

That's the "low quality" guitar you can craft on the woodworking table.
@troshalom It's also a hidden debug item called the "Carved Guitar" that you can find in Buy mode by using the bb.showhiddenobjects cheat.
