There are no Basic and Premier versions of Sims 4 itself. If you're talking about the standard base game vs. the Digital Deluxe, you can buy a standalone upgrade to the DD version. It's usually something like $15 U.S., although I've seen it as cheap as $5 during a sale.
If you're referring to Origin Access Basic vs. Premier, those are the two tiers of Access subscriptions. Neither one is required to play Sims 4; as long as you've bought the game outright, you have the right to play it without paying anything extra. If you haven't bought the game though, you do get access through the subscriptions. The Digital Deluxe version comes with both tiers; Premier also offers access to the Dine Out game pack and the Kids' Room stuff pack.
