What are you trying to do? A bit more info would be helpful. Do you want to resurrect Travis?
If he is still a ghost, and you don't have the urn, there are a couple of ways to find him. Go to Ghost Night at a bar. That is every Wednesday night. He might show up there. That's probably your best bet if you don't have the urn.
Give your home lot the Spooky lot trait. That will cause a random ghost to appear at your lot several nights a week.
If you have the urn, then there is an option to contact him on it. If there is no option on the urn to call the ghost, then you're out of luck. The ghost is gone permanently.
When a sim dies, the ghost will stay in the game around 90 sim days. After that, they are gone for good and there is no getting them back. If you want a ghost to be around permanently as a ghost, the only way is to add the ghost to your household by inviting them to join it like you would any other sim. Then, you can split them off into a new household on their own if you want to.
If you use mods, specifically MCCC, there is an option that lets you look in the hidden households to see if the ghost is still there. That's where all ghosts not in a played household go when they die. If the ghost is not there, then it's been culled and permanently deleted from the game. The only remainder of it will be in a family tree if the ghost had a family.

Visit his home lot if you know where that was at the time of his death. You might find his urn there. It will probably be just inside the front door if it is. Travis lives at Garden Essence (BFF household) in Willow Creek at the start of a new game. However, it's possible he moved to another lot or Out Of World since you've been playing the save long enough for him to become an Elder.

If you want to summon the ghost but not add the ghost to your household, there is a way to do this with Realm of Magic if you have that pack. Put a spellcaster sim in your household and either with cheats or through playing get them to know the Necrocall spell. Your spellcaster sim can then cast this spell on the grave to summon the ghost associated with that grave but not put the ghost in the household. Morgyn Ember knows this spell, but if you put them in your household you won't be able to make them the Sage of the Untamed again without mods because the game will choose a new sage, so only use Morgyn if you don't care who the sages are in the Magic Realm.

You still need to find the urn or gravestone, even if you use Necrocall. It looks like your dead Sim changed his name from Travis Scott to Santos Altman, but the same advice applies. Go to the house he lived in, if you know where it is, and that's probably where you'll find his grave. If you don't know where he lived, or his grave isn't there, your best bet is probably to check every lot in every world, starting with the residential lots.
ETA: Or follow the advice from CGrant56, to try to find the ghost without locating the grave.

I once used this mod by Ravasheen when I couldn't find a sim's grave: https://ravasheen.com/download/its-all-grave-y-customizable-graves/
So long as you know the sim in your relationship panel, you can assign one of these graves to that sim.
