how to bring back a dead NPC sim without his urn and tombstone.

Recently, I found out that my favorite Sim, Makoa Kealoha, had disappeared along with his whole family. When I went back to Sulani, where they used to live, I found someone else living in their house...

If you would like the official version of him and his family, you could start a new save, go to manage household and then save the Kealoha family to your library. Then go back to your original save game, and add the family to your save from your library.
